New 2010 UPS, FedEx, DHL, Postal Rates Increase


We hope everyone had a great holiday season. It is now time to do our annual UPS, FedEx, and DHL rate increases for 2010.

Summary of Changes

UPS and FedEx are doing one of their largest rate hikes ever.

The big hit for 2010 is the Address Correction surcharge. Air address correction goes from $10.00 to $11.00, ground increases from $8.00 to $10.00. That is a heavy 25% increase for getting an address wrong so be careful and verify addresses given by clients so that you will not get nicked on this one.

Here are some of the other surcharge increases for UPS & FedEx:

* Extended Area Surcharge Export & Import increases $2.00 to $24.00, or $0.24 per pound whichever is greater

* Residential Surcharges increase $0.10 for Air to $2.50 and $0.15 for Ground to $2.20.

* Large Package Surcharge is up $5.00 (now it's $50.00.)

* Delivery Area Surcharges:
Commercial $1.60 will now be $1.70
Residential $2.40 will now be $2.50
Extended Commercial $1.60 will now be $1.70
Extended Residential $2.65 will now be $2.75


What you can do before you do this 3.33.00 upgrade.

It is probably unnecessary to mention this, but I would like to say that this revision is always easiest if you are at the latest revision, 3.32.02, before attempting to do the latest revision. So, if you are reading this prior to our having the 3.33.00 revision available, it would be a good idea to check your Dexter program to see if it is at 3.32.02. If it is not, and we do not have the 3.33.00 revision available yet, get your Dexter program up to the latest 3.32.02 revision.

If you ever want to know what revision you are at, you can open Dexter, choose Help on the menu, and then choose About this Software from the drop-down menu. The below screen will appear. This screen, as you can see highlighted in orange, shows the revision number of your Dexter software. I am at 3.33.00--lucky me!



Since it is now too late to get upgraded to 3.32.02, since a few minutes ago I added 3.33.00 onto the web site, you will have to suffice with upgrading following the natural course of action to get older files in order to get up to date. If you need instruction on how to do revisions when you have not kept up to date, you can fine these instructions HERE. By the way, if you are at a revision older than 3.32.00, you will need to delete the [Dex] folder from within the [NormalForms] folder on your C drive and get the 30-day trial.

Information about Revision 3.33.01

This revision is comprised of six files on our web site. We normal discuss these files as the 'a', 'b', and 'c' files. But, they are actually named as follows:

dx3_33_03b.exe (you may have already done this one)
dx3_33_02b.exe (you may have already done this one)
dx3_33_01b.exe (you may have already done this one)
dx3_33_00b.exe (you may have already done this one)
dx3_33_00c.exe (you may have already done this one)
The 'a' file is the actual program file. This is the file containing the 'dexter.mde' file that contains the Dexter program including all of the code to build interfaces and rustle up rates for you. The 'b' file is the data where the program file gathers up information so as to be able to rustle up rates for you. The 'c' file is a special file that only needs to be downloaded and unzipped by those who use the extensive markup tool and want to preserve their markups so as to not have to input all of the extensive markups after doing the revision. Instructions on how to use the 'c' file will follow are a little bit farther down in this article.

Please note that 3.33.00 was issued on January 2, 2010. Revision 3.33.01 was issued on January 3, 2010 to add the postal rate changes and to fix a problem with FedEx air letter rates. Since there was a one-day difference, you may have already done 3.33.00. You needn't do it again. If you are already at 3.33.00, just do the first two listed files above.

Preserving your extensive markups (extensive markup users only)

If you go to Specific Options from within Dexter, click on the Markups area button, and you see that the Extensive Markup button has a depressed appearance, then you are using the extensive markup tool to set your rates and you will want to read this next section. If you see that the Quick Markup button is the one looking all depressed, then you should just skip right on down to the 'Doing the 3.33.00 Revision' section farther down this page.


Once you are certain that you are at 3.32.02, you should use Dexter's backup and restore tool to do an export (backup) of your extensive markups. Open Dexter, click on the Tools on the menu, click on Backup/Restore from the drop-down menu. The below form will appear.



Some of you will be familiar with this tool, some not. This tool is useful in keeping your data save. In this case, what we will do is preserve your extensive markups so that you can restore them after doing the revision.

So, before unzipping the 'a' and 'b' files, you should first go into Dexter and do a backup using this tool. You will only need to select the three items in the 'Extensive Markups' list--DHL, FedEx Air, and UPS--as shown highlighted in orange. Be sure that everything is set as shown above before clicking on the 'Do It' button.

Once you have clicked the 'Do It' button, you should open the Windows Explore window to see that you have a new folder in the 'c:\normalforms\dex\backup' folder that will have a numbered title such as what is shown in the below screen capture.



As you can see the numbered folder in the screen capture above is '12312009_2346'. This number is the date December 31, 2009 at 21:27 military time, whatever that is. You should remember which folder where your last update is located as you will need to put the unzipped 'c' files there and you will need to, after doing the revision, do an import (restore) of the same three backup/restore tool items that we discussed above.

You will also see a folder here entitled '2010RateChange'. This is the folder where the 'c' file files are unzipped. After doing the revision to 3.33.00, you will want to copy the files located in the '2010RateChange' folder into the latest dated folder so that you can do the import (restore) without running into errors.

As nice as it is that most of your extensive markup will have been restored, there are some extensive markups that you will have to create. These are the DHL international zone N markups. This is a new zone that we have added so that shipping can be done through DHL to Puerto Rico. Also, you will need to redo the zones 9-10, 11-12, and the 13-16 for FedEx Air services, and the FedEx international 10kg and 25kg box flat rates. And, lastly, you will need to do the UPS international Pak rates.

Now, of these items, there is a work around for the FedEx Air service rate markups. You can change the names of some of the files in the restore folder that will no longer be used by Dexter so that those older files will miraculously be restored where they will be useful. Here's a list of the files that can be renamed to get even the FedEx Air zones set up anew.

Gross, huh! But, if you want to preserve the markups for these zones this is what will need to be done. Be sure to change the word 'Zone' to 'Zones' when doing the transition, and be very careful not to make errors as then you will have Dexter not be able to make the transition for you.

Or, of course, you can just ignore this and just add the markups in the usual manner after you have done revision 3.33.00.

Doing the 3.33.00, 3.33.01, 3.33.02, 3.33.03, and 3.33.04 Revisions

For most users all that will need to be done are these revisions. For those who are not using the extensive markups, or for those who do not mind setting the markup values from scratch on the items listed as needing to be done, all you will need to do are these revision.

UPDATE NOTE: The dx3_33_01b.exe file was replace at noon Eastern time on the 4th of January to fix a mistake. If you had already done this revision before noon, you can remedy this by downloading and unzipping the 'b' file again.

So, if you are ready to do the revision, you should go to the web site, if you are reading this, you are already here. You can click HERE to open the Dexter revisions page.

On this revisions page you will find the 3.33.00 b file, 3.33.01 b file, 3.33.02 b, 3.33.03 b, and the 3.33.04 a, and b files. You will need to download these files to your computer. Do not try to run them from the web site as this will not work. You must download them to your computer. Be sure to put them in a location where you can find them later. Once they are downloaded, close Dexter, find these files and unzip all of them.

Now, if you are doing this prior to January 4, 2010, Dexter will probably not function properly until you have done a reset of the rates for FedEx, DHL, postal, and UPS. There were some changes made that may very well preclude Dexter from doing its job. On January 4, 2010 Dexter will automatically do a reset of the rates so that Dexter will function correctly. If you need to reset the rates before the 4th of January, you can close Dexter, set the computer date to January 4, 2010 and then open Dexter. This will force the rate reset. Do be sure to reset the date back to the correct date if you do this. Or, you can go into Dexter, Specific Options, Markups and force each rate reset using the Rate Tables


You can force a reset from within Dexter by dropping down the list as shown above for DHL, FedEx Air, FedEx Ground, postal and UPS, and then choosing the correct rate schedule from the list. Dexter will then reset the rates for you without having to change the computer date as described in the other method of doing a reset.

Once you have done the revision, and you are using the extensive markup tool to set your markups, you will need to set new markups for the rates listed above in this article.
